Research Administration Guideline 08: New Rules

Effective December 1, 2000 new rules were implemented in IBIS that tightened up the requirements of restricted accounts. Research Administration Guideline 8 (RAG08) outlines the new requirements.

In response to the needs of the University's research community, Research Accounting has created a memo/form to take into account those special circumstances that arise that require an account to remain open beyond the end date that is currently within IBIS.

Below are the instructions that are also listed on the second page of the memo:

Pre-Approval Account Extension Request Memo

This form is to be used when a department, or unit, is aware of circumstances that exist, such as pending documentation for an extension, that would require the IBIS account to remain open. The department would then complete this form and forward to Research Accounting for review. If Research Accounting has any additional questions they would contact the department and/or sponsor for clarification.

During the time period from the original end date until the formal documentation is received in Research Accounting that actually authorizes the extension, Research Accounting will treat the account similar to an advance fund. The department would be responsible for any disallowances that would arise as a result of changing the account end date, and Research Accounting would not invoice beyond 90 days after the current account end date, since Research Accounting would not have any authorization to do so.

This will permit departments to continue to spend under the discretion of their administration (FO, Research Administrator, etc.) while they are waiting for the necessary paperwork to be finalized.
