INSURANCE CERTIFICATES
The Risk Management Office provides evidence of the University’s insurance when required by contract or as part of an external request. Any questions should be directed to the Risk Management Office.
Insurance Programs
- Auto Liability –
- The University maintains liability insurance on its owned and leased Fleet, Departmental, College and Campus licensed motor vehicles as required by the Pennsylvania Financial Responsibility Act.
Vehicles are covered while traveling in the United States and Canada.
If an employee’s personal vehicle is driven on University business and the vehicle is involved in an accident, that vehicle’s insurance policy will be primary and the University’s auto liability coverage will be excess. The Risk Management Office should be notified, as well as the vehicles owner’s insurer, of an accident involving a non-university vehicle on University business.
When an accident occurs the University driver must complete a Vehicle Accident Report, Page 8.04 - Vehicle Accident Report. This form is to be submitted, no matter how minor the accident, promptly to the Risk Management Office. Any lawsuit or letter of representation from an attorney must be reported immediately to Risk Management.

- Rental Vehicles –
- The University, through its membership in The Big Ten Conference, participates in a corporate contract with National Car Rental.
This contract provides, among other benefits, broader limits of liability and includes the CDW (Collision Damage Waiver). For details, go to www.travel.psu.edu.
When selecting a rental vehicle for University business travel, all University employees are to select National Car Rental as their rental of choice.

- NOTE: The University's contracts with National Car Rental and Enterprise include primary auto liability and collision damage to the vehicle itself. The University has elected NOT to purchase "personal property" coverage which is an option available to the renter, and for University business the payment of this expense is NOT reimbursable.

- Auto Physical Damage –
- The University is self-insured for collision and comprehensive losses to its vehicles. The Risk Management Office will coordinate funding for repairs, but the Department, College or Campus will be assessed a $500 deductible. Damage to employees’ vehicles is the employee’s own responsibility. All losses must be reported by utilizing the Vehicle Accident Report, page 8.04. An estimate is to be obtained and submitted to the Risk Management Office.
- General Liability –
- The University maintains an extensive general liability insurance program to protect itself from claims and lawsuits for bodily injury or property damage. This coverage extends to accidents or incidents occurring on University property or in connection with University business conducted elsewhere. This coverage extends to University employees, graduate assistants, wage-payroll, work-study students and residence hall assistants while acting within the scope of their university duties. Other individuals such as students, graduate fellows, or alumni, as well as student organizations or clubs, are not included in this coverage.
In the event of an accident resulting in a bodily injury or property damage, please have the individual complete the Incident Form, page 8.05, and send to the Risk Management Office. DO NOT use this form for a workers’ compensation injury. All lawsuits or letters of representation from an attorney must be reported immediately to the Risk Management Office.

- Property –
- The University maintains property insurance, subject to a substantial deductible, to cover losses to its buildings and contents resulting from all risks of physical damage including but not limited to fire, water, theft or a storm. University owned equipment leaving the University’s premises is not included unless separately arranged with the Risk Management Office. Any Department, College or Campus sustaining a loss should complete the Property Loss Report. Send the completed report to the Risk Management Office.

- Workers’ Compensation –
- The University covers its employees for injuries sustained while engaged in University work in accordance with the Workers’ Compensation Act of Pennsylvania. The employee should report any injury, no matter how minor, to his/her supervisor. All Workers’ Compensation claims are administered by the Office of Human Resources. As one may suspect, with a university as large as Penn State, these are not the only insurance programs the Risk Mangement Office administers. There are special insurance programs available to specific areas of the University. Please contact the Risk Management Office for further information concerning unique situations.
Departments, Colleges and Campuses are NOT authorized to procure insurance other than what is provided or approved by the Risk Management Office.
